Planet Pluto will go out of bounds for the last time in thousands of years between 2025 and 2035.
What does this mean? An out of bounds planet is no longer within solar edict or control and can pretty
much do whatever it wants, sometimes leading to extreme or unpredictable events or situations.
![]() Astrologer Rosie(Rosanne) Finn has done some extensive research on the "out of bounds" phenomenon in astrology, particularly in relation to Pluto. She has written a book called 'Pluto Unleashed' published in 2024 by the Astrological Association of Great Britain, as well as 'Persephone's Revolution' which explores the possible outcomes of Pluto's last out of bound transit. On August 28 of 2025 Pluto will go south of 23 degrees 26 minutes 09 seconds declination at 1 deg 51 min Aquarius, free from the Sun's latitude of control, unleashing its raw unregimented power. That power will finally fall into the hands of the people (Aquarius) rather than the authorities (Leo). Because of the Earth's 23.41 degree tilt, the Sun currently rules an area of declination from 23 deg 26 min north of the Earth's celestial equator to 23 deg 26 min south of the equator. These boundaries are also known as the Tropics of Cancer(N) and Capricorn(S) and change slightly over time. In 1917, for example, the solstices were at exactly 23 deg 27 min and will be at exactly 23 deg 26 min in 2045. Most planets orbit within this space most of the time except for highly inclined planets like Pluto which frequently go beyond, especially at their peak near 9 degrees Leo or Aquarius.

Pluto north of 23 deg 26/27 min is associated with tyrants, dictatorship, and elitist control, whereas Pluto south of 23 deg 26/27 min is associated with the collapse of government or authoritarian rule and revolutions that empower the people. Out of bound planets in general are free to act out of regulatory restrictions and this can occur worldwide via the transits or personally in the natal chart. Pluto was last out of bounds North between 1938 and 1953 with 1944/45 as the peak. During this time World War II occurred, the United Nations was formed, and the New World Order became established. The last time Pluto was out of bounds South was between 1775 and 1796 with its peak in 1783. This was the birth of the USA, the Illuminati, the French Revolution, the discovery of Uranus, and the development of electricity The next and last out of bounds South for Pluto will be between late August 2025 and November 2035, and the signs of this are already apparent as trust in government and authority is fading quickly. Between 2025 and 2035 the collapse of government and authoritarian rule may be complete or transform into something totally new. President Trump is trying to lead us into this new reality. Another important factor in the out of bounds phenomenon is the the time when planets like Pluto line up exactly at the North/South declination border or 0 degrees. This happened for Pluto between 1862 and 1864 at 9 degrees Taurus going from South to North and again between 1987 and 1988 at 9 degrees Scorpio going from North to South. These equatorial crossings are when the power of a planet is most controlled or integrated in the cosmic conciousness. The North to South crossing begins the dive into personal people power while the South to North crossing begins the climb to worldly power and authoritarianism. Out of bounds Pluto for our era almost always occurs in Leo or Aquarius, peaking at 9 degrees, and the midpoints (0 degrees declination) at 10 degrees Taurus or Scorpio; These degrees may hold special significance in a birth chart.

While it is possible for some of the inner planets to go out of bounds this is more likely to occur with planets beyond Neptune which have highly inclined or eccentric orbits. These outermost planets have cometary orbits because they have not yet been fully or officially accepted into the Sun's domain. Pluto is in the process of being accepted, especially after its last 2025 to 2035 out of bounds "unruliness". After 2035 it will become a full member of the solar club, at least for the forseeable future. Elitism and everything Pluto represents will no longer go without a leash.
