A star's declination(position above or below the celestial equator in degrees and minutes) directly corresponds to terrestial latitude and effects that entire latitude in paran fashion. The latitude position changes very slowly(about 15 to 20 seconds of arc per year), sometimes retrograding, and has an important mundane influene.
